BEA emphasizes capacity building and promoting investment initiatives within the context of climate change and development. Also addresses issues that contribute to adaptation and mitigation of environmental degradation and climate change and the associated value chains of generating carbon offsets from energy, industry, oil production and refining, gas flaring and venting, agriculture, land use and forestry projects. The underlying themes of the program are capacity building for the design of projects, policy and regulatory framework, and investment approaches that are compatible with environmental management..
